24th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 21 May, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications considered the Ministry of Construction, Transport and Infrastructure activity information for the period July - September 2017 and October – December 2017.


The activity information was presented by representatives of the Ministry of Construction, Transport and Infrastructure. Speaking of the Ministry’s activities in third and fourth quarter, Miodrag Poledica focused on three areas: legislation, realization of projects and reforms conducted in said periods. The Ministry worked on 12 laws concerning road, railway and waterway transportation, construction and spatial planning and housing. Nine of them are currently in Assembly procedure. The project activity mainly concerned Corridor 10 i.e. completion of the eastern arm toward the Bulgarian border and southern arm toward the Macedonian border. The officials also spoke about Corridor 11 the construction of which is going according to plan. The construction of the Ljubovija-Bratunac bridge was completed with the Republic of Serbia fulfilling its contractual obligations, and the bridge will be opened for business when the Council of Ministers of Bosnia and Herzegovina adopts the relevant bilateral agreements. Speaking of railway infrastructure, the railway section from Stara Pazova to Novi Sad is undergoing modernization and construction has begun on the Fruska Gora tunnel, as has work on the railway from Belgrade to Stara Pazova. Speaking of the Ministry’s reform activities, it had formulated the Programme to reduce the number of railway employees.

Following a debate the Committee adopted the Ministry of Construction, Transport and Infrastructure Activity Information for the period July - September 2017 and the Ministry of Construction, Transport and Infrastructure Activity Information for the period October – December 2017.

The Committee members went on to review the Report on the execution of the Spatial Plan of the Republic of Serbia 2010-2020 in 2016, submitted by the Government. The objective of the plan is to facilitate the strategic decision-makers’ supervision of the execution of the Spatial Plan of the Republic of Serbia. The Report follows 106 indicators, that is five spatial development goals ascertained by the Spatial Plan of the Republic of Serbia. The indicators are harmonized with those used by ESPON (European Spatial Planning Observation Network) which among other things monitors the implementation of EU spatial planning policies.

The Committee members accepted the Report on the execution of the Spatial Plan of the Republic of Serbia 2010-2020 in 2016, submitted by the Government.

The Committee also reviewed the eight petitions it had received and accepted the proposal of the Working Group for civic petitions to forward them along for further handling.

The sitting was chaired by Committee Chairperson Katarina Rakic, and attended by the following Committee members and deputy members: Ivana Stojiljkovic, Zoran Radojicic, Jasmina Karanac, Jovica Jevtic, Dalibor Radicevic, Dr Danijela Stojadinovic, Snezana B. Petrovic, Krsto Janjusevic, Dr Vladimir Orlic, Jelena Zaric Kovacevic and Ognjen Pantovic.
