22th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 23 November, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications reviewed the Bill on the Confirmation of the Treaty Establishing the Transport Community, submitted by the Government.


Miodrag Poledica, State Secretary at the Ministry of Construction, Transport and Infrastructure, said that the aim of the Treaty is the creation of a Transport Community in the field of road, rail, inland waterway and maritime transport as well as the development of the transport network between the European Union and the South-East European signatory parties (six countries of the Western Balkans). The aim of the ratification of the Treaty is to reach a consensus at the regional level and prepare Serbia, when it nears the moment of EU accession, to become a full-fledged partner as regards transport infrastructure.

Another aim of the Treaty Poledica said was to facilitate, in cooperation with the Customs Directorate, cross-border procedures between the signatories.

The ratification of the Treaty Establishing the Transport Community sets in motion the five-year plans concerning the construction and reconstruction of road, waterway, rail and air transport and opens the option to use international funds.

The State Secretary said that last year Serbia for the first time got an 80 million EUR guarantee for transport infrastructure through the EU 2015 IPA programme.

The Treaty Establishing the Transport Community is accompanied by a Declaration of the Republic of Serbia stating that, pursuant international law, the territory of Kosovo-Metohija under international administration is part of the Republic of Serbia and accepting the Treaty does not mean that the Republic of Serbia recognizes the independence of Kosovo, said Vesna Lakovic, senior officer at the international relations sector.

Following a short debate the Committee members unanimously proposed that the National Assembly accept the Bill on the Confirmation of the Treaty Establishing the Transport Community.

MP Dr Aleksandar Martinovic submitted an amendment to Article 4 of the Bill on the Confirmation of the Treaty Establishing the Transport Community, and the Committee proposed by majority vote that the National Assembly accept it.

The sitting was chaired by Committee Deputy Chairperson Stefana Miladinovic and attended by the following Committee members and deputy members: Ivana Nikolic, Dr Vladimir Orlic, Radoslav Cokic, Krsto Janjusevic, Zoran Milekic, Ivana Stojiljkovic, Dalibor Radicevic, Ognjen Pantovic and Snezana B. Petrovic.
