22nd Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 17 September, the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications reviewed the Republic Agency for Electronic Communication (RATEL) 2012 Activity Report.


The Chairman of the Agency’s Executive Board, Prof. Dr Jovan Radunovic and Agency Director Dr Milan Jankovic spoke about the Report. Presenting the Agency’s activities in the aforementioned period, financial report and plans for 2013, the RATEL representatives stressed that all the sectors are functioning on the liberal market principle, without monopolies. The number of landline users has dropped, while the field of mobile telephony is services by three operators. With about 220 internet providers and 80 cable operators this sector has shown a marked growth. When it comes to TV stations, about 110 of them are currently active, as well as 314 radio stations – an area experiencing a recent drop in the number of operators due to lack of funds. Agency Director Dr Milan Jankovic said that 60-70% of digitalisation should be completed by the end of the year, with 17 June 2015 being the deadline for it. As regards the regulatory framework, all the necessary rulebooks have been adopted, ensuring predictable business conditions, added Jankovic.

RATEL Executive Board Chairman Prof. Dr Jovan Radunovic addressed the Committee members on the topic of TV digitalisation, explaining that digitalisation means an increased number of TV channels, boost in audience numbers and picture quality. Opening up the frequency spectre is the most important element of digitalisation, which will then remain empty, and the Agency’s goal is to use that part of the spectre to its optimum capacity. Mobile operators are planned to receive part of the spectre so as to be able to offer new services. As regards the concept of national wide-band network, Radunovic said that the network would optimise and rationalise the use of state’s telecommunication capacities. The principle the network is based on is to connect all the institutions and bodies the citizens should have access to so as to fully utilise e-government and other electronic services. An increase in the use of wide-band services also means creating new jobs for highly trained staff.

Talking with the RATEL representatives, the Committee members had questions about the income of RATEL employees, lasting solution to the issue of offices for the RATEL staff, drain of highly trained staff from RATEL, software development and the deadline for the completion of the national wide-band network.

After the discussion, the Committee adopted the Republic Agency for Electronic Communication (RATEL) 2012 Activity Report.
