Before tackling the agenda, the Committee members accepted, by majority vote, the Committee Chairperson’s proposal to complete a joint discussion on all the items.

The proposed documents were presented by Fiscal Council member Vladimir Vuckovic who said that this year’s budget remains unchanged for the third year running – about 39 million RSD. The expenses as well as their structure remain the same, mostly for salaries and contractual services i.e. compensation for the Fiscal Council President who is not an employee, and temporary and occasional service contracts, said Vuckovic. The proposed support service and systematisation changes are required for adjustment to changes in the law. Mid-level employees are to be introduced i.e. the position of fiscal analyst, because so far the Council only had high and low-level posts. These modifications would not raise the number of employees according to the systematization and the required funds fit in with the 2017 budget, said Vuckovic.

Following a discussion the Committee members granted consent by majority vote to the Fiscal Council 2017 Financial Plan Proposal, accompanied by the Fiscal Council 2017 HR Plan Proposal; Proposal of the Decision amending and modifying the Decision of the establishment of the Fiscal Council Support Service; Proposal of the Rulebook on the internal organization and job systematization in the Fiscal Council Support Service and the Rules of Procedure amending and modifying the Fiscal Council Rules of Procedure.
