18th Sitting of the Committee on Education, Science, Technological Development and the Information Society

At the sitting held on 23 October, the Committee on Education, Science, Technological Development and the Information Society reviewed in principle the Bill on Dual Education, Bill amending and modifying the Law on Preschool Education, Bill amending and modifying the Law on Primary Education, Bill amending and modifying the Law on Secondary Education, as well as the Bill on the Confirmation of the Convention on Nuclear Safety and the Bill on the Confirmation of the Joint Convention on the Safety of Spent Fuel Management and Safety of Radioactive Waste, submitted by the Government.


The sitting was attended by Minister of Education, Science and Technological Development Mladen Sarcevic and the Director of the Agency for Protection against Ionizing Radiation and Nuclear Safety Sladjan Velinov.

Presenting the Bill on Dual Education, Minister of Education, Science and Technological Development Mladen Sarcevic said that dual education is something new for Serbia’s educational system, a model arising from the need to foster better ties between education and the economy and adjust the education system to the labour market. Minister Sarcevic said that the Bill contains a national model of dual education that follows the specificities of the Serbian society and job market. The dual education would balance out the theoretical knowledge leaned at school and the practical skills gained in companies and realistic working environments, said the Minister.

In the ensuing debate the Committee members voiced their opinions on the Bill. They said that this model of education is a significant element of the ongoing educational reform, adding that it is essential to ensure it is implemented consistently. The Committee members opined that dual education offers better, multifaceted secondary education to the children and brings them into closer connection with the economy. The Committee members also warned of the dangers of child labour highlighting the need to make sure the children entering the labour market are well protected.

Following the debate, the Committee adopted the Bill on Dual Education in principle.

The amendments and modifications to the Law on Preschool Education adjust it to the Law on the Basis of the System of Education and Upbringing viz. specify the language in which education is provided and the support for children from vulnerable social groups, said the Minister of Education, Science and Technological Development.

Following a debate, the Committee members adopted the Bill in principle.

The Committee members also adopted the Bill amending and modifying the Law on Primary Education, Bill amending and modifying the Law on Secondary Education in principle.

The Committee the proceeded to adopt the Bill on the Confirmation of the Convention on Nuclear Safety and the Bill on the Confirmation of the Joint Convention on the Safety of Spent Fuel Management and Safety of Radioactive Waste, presented by Director of the Agency for Protection against Ionizing Radiation and Nuclear Safety Sladjan Velinov.
