17th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the 17th sitting, held on 27 December, the members of the Committee on Finance, State Budget and Control of Public Spending reviewed in detail ten of bills on the agenda for the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016.


The Government and the Committee accepted none of the 118 amendments submitted to the Bill amending and modifying the Law on Capital Market.

The Government and the Committee also did not accept any of the 24 amendments submitted to the Bill amending and modifying the Law on Public Property, nor any of the 182 amendments submitted to the Bill amending and modifying the Excise Tax Law, to which the Committee submitted four amendments of its own viz. to articles 2, 6, 9 and 10, which the representative of the submitter at the Committee sitting accepted.

The Government and the Committee accepted none of the 98 amendments submitted to the Bill amending and modifying the Value Added Tax Law, and the Committee submitted two amendments of its own to articles 6 and 12 of the Bill, which the representative of the submitter accepted.

The Government and the Committee accepted none of the 143 amendments submitted to the Bill amending and modifying the Law on Tax Procedure and Tax Administration. The Committee submitted an amendment of its own to article 25 of the Bill, which the representative of the submitter accepted.

None of the 34 amendments submitted to the Bill on Assumption of Obligations of “HIP – Petrohemija”, Pancevo, JSC for production of petrochemical products, raw materials and chemicals toward the Petroleum Industry of Serbia a.d. Novi Sad and Transformation of Said Obligations into the Public Debt of the Republic of Serbia were accepted by the Government and the Committee.

The Government and the Committee accepted none of the 207 amendments submitted to the Bill amending and modifying the Customs Law, and the Committee submitted an amendment of its own to article 40 of the Bill, which was accepted by the representative of the submitter at the sitting.

Out of the 291 amendments submitted to the Bill on Real Estate Appraisers, the Government and the Committee accepted the three submitted to articles 22, 32 and 35 by MP Marko Djurisic. The Government and the Committee did not accept any of the other amendments.

The 17 amendments submitted to the Bill amending and modifying the Law on the Settlement of Public Debt of the Federal Republic of Yugoslavia arising from Citizens’ Foreign Exchange Savings were not accepted by the Government and the Committee.

The Government and the Committee accepted none of the 88 amendments submitted to the Bill on the Settlement of Public Debt of the Republic of Serbia arising from Unpaid Citizens’ Foreign Exchange Savings Deposited in Banks with Headquarters on the Territory of the Republic of Serbia and Branch Offices on the Territory of Former SFRY Republics.

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic.

The sitting was attended by the following Committee members and deputy members: Olivera Pesic, Veroljub Arsic, Radmilo Kostic, Zoltan Pek, Djordje Milicevic, Goran Kovacevic, Momo Colakovic, Dr Milorad Mijatovic, Zika Gojkovic, Nikola Jolovic and Milan Lapcevic.
