13th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015

At the request of the Government of the Republic of Serbia, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 13th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, for Monday, 13 July 2015, starting at 10 am.


The request to hold the 13th Extraordinary Session specified the following agenda:

1. Bill on Conversion of Rights of Use into Property Right of Building Land with Compensation,
2. Bill modifying the Law on Flood Damage Repair in the Republic of Serbia,
3. Bill amending and modifying the Law on Police, submitted by the Government.

By majority vote, the National Assembly accepted the proposal of MP Aleksandar Markovic to complete a joint debate in principle on items 1 and 2 on the agenda.

The MPs then commenced the joint debate in principle, and the bills were elaborated, on the behalf of the submitter, by Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic.

By the end of the day, the National Assembly had concluded the joint debate in principle on items 1 and 2 on the agenda.

On the second day of the proceedings, 14 July, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Marko Djurisic, Aleksandar Cotric, Dubravka Filipovski and Borislav Stefanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a debate in principle on the Bill amending and modifying the Law on Police, elaborated, on the behalf of the submitter, by Minister of Interior Dr Nebojsa Stefanovic.

The National Assembly conducted and, by the end of the day, concluded the debate in principle on the Bill amending and modifying the Law on Police.

The Chair, National Assembly Deputy Speaker MA Igor Becic, informed the MPs that the 13th Extraordinary Session of the National Assembly would be continued on Wednesday, 15 July, at 12.30 pm. National Assembly Deputy Speaker MA Igor Becic reminded the MPs that they would be addressed by the President of the European Parliament, Martin Schulz, at the Fourth Special Sitting of the National Assembly of the Republic of Serbia in 2015 on Wednesday, 15 July, at 11.20 am.

On the third day of the proceedings, 15 July, the National Assembly completed a debate in detail on the Bill on Conversion of Rights of Use into Property Right of Building Land with Compensation.

By the end of the day, the National Assembly had also completed a debate in detail on the Bill modifying the Law on Flood Damage Repair in the Republic of Serbia.

On the fourth day of the proceedings, 16 July, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Cotric, Blagoje Bradic, Olena Papuga, Gordana Comic and Zarko Micin, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

In the course of the day, the National Assembly completed a debate in detail Bill amending and modifying the Law on Police.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker Igor Becic, set Thursday, 16 July, as Voting Day on all the items on the agenda for the 13th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, starting at 12.15 pm.

Voting Day

On Voting Day, 16 July, by majority vote, the National Assembly passed the Bill on Conversion of Rights of Use into Property Right of Building Land with Compensation, Bill modifying the Law on Flood Damage Repair in the Republic of Serbia and the Bill amending and modifying the Law on Police.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 13th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015.
