12th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 16 December 2022, the members of the Committee on Finance, State Budget and Control of Public Spending considered the Anti-Corruption Agency 2021 Activity Report.


The Report was presented by Anti-Corruption Agency Director Dragan Sikimic, who said that the Agency's initial 2021 budget was 290,646,000.00 RSD, 299,897,000.00 RSD with the rebalance, 65.86% of which was spent on employee salaries and running costs. The execution of the 2021 budget amounted to 282,156,312.85 RSD or 94.08% of the approved funds. The Agency also earned 1,447,560.00 RSD for the benefit of the budget of the Republic of Serbia and 1,957,000.00 RSD for the Misdemeanour Court in Belgrade, from conducting training sessions for lobbyists. As the reporting year was one of crisis, the Agency turned the crisis budget into a development budget in cooperation with other domestic bodies and organisations, as well as international partners, to whom it proved itself to be a credible partner, concluded Sikimic.

Following a discussion, the Committee members determined, by majority vote, a Conclusion Proposal proposing that the National Assembly accept the Anti-Corruption Agency 2021 Activity Report.

Having conducted a joint single debate, by majority vote, the Committee granted consent to the proposed amendments to the Commission for State Aid Control 2022 Financial Plan and the proposed amendments to the Commission for State Aid Control 2023 Financial Plan, presented by Luka Milosevic, Secretary of the Commission for State Aid Control.

The Committee’s consent to these proposals for changes to the financial plans is necessary in order to align them with the Law amending and modifying the Republic of Serbia 2022 Budget Law and the Republic of Serbia 2023 Budget Law, which reduced the funds allocated to the Commission for State Aid Control in the amount of 717,000.00 RSD by the 2022 rebalance making its total 2022 budget 86,252,000.00 RSD, and reducing the 114,910,000.00 RSD planned in the 2023 budget to 94,060,000.00 RSD.

At the end of the sitting, Chairman Veroljub Arsic informed the Committee members that on 26 and 27 December 2022, the Committee is to have a sitting outside the National Assembly seat in Sombor, as well as a meeting of the Subcommittee for the Consideration of Reports on Audits Conducted by the State Audit Institution.

Markovic, Dr Dusan Bajatovic and Dr Aleksandra Tomic.
