10th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 1 August, the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications deliberated on the Draft Law amending and modifying the Law on Planning and Construction.


The key amendments and modifications contained in the Draft Law, currently subject to public debate, were presented by State Secretary at the Ministry of Construction, Transport and Infrastructure, Aleksandra Damnjanovic.
Damnjanovic said that the key solutions offered by the Draft Law are the introduction of simplified and more efficient procedures and clear rules into the building permit issuance system. The Draft Law envisages the introduction of a unified procedure and reduces the number of procedures, envisages the reform of development land management fees, continues the process of establishing ownership rights on development land and introduces the principle of unity of real estate, stressed Aleksandra Damnjanovic.
In the course of the discussion the Committee members gained additional information on some of the articles and institutes introduced by the Draft Law amending and modifying the Law on Planning and Construction. They stressed that in addition to the adoption of the law, it would be important to pass specific by-laws. During the discussion the Committee members gave a positive estimate of the unified procedure which would in turn lead to shorter waiting times for building permits.

The sitting was chaired by Committee Chairman Milutin Mrkonjic.
