10th SEECP Participant States’ Parliament Speakers’ Conference and 10th SEECP Parliamentary Dimension Working Group Meeting in Ohrid

National Assembly Deputy Speaker Gordana Comic took part in the 10th Conference of Parliament Speakers of SEECP participant states and the 10th Meeting of the SEECP Parliamentary Dimension Working Group, held from 26 to 28 May in Ohrid, as part of the Macedonian chairmanship of the SEECP Parliamentary Dimension.


The 10th Meeting of the SEECP Parliamentary Dimension Working Group was the introduction into the Speakers’ Conference, which National Assembly Speaker MA Nebojsa Stefanovic took part in.
The Working Group, in the meeting of which Deputy Speaker Comic took part, prepared the documents that the parliament speakers adopted at the Ohrid Conference. In its 10th meeting, the Working Group, founded to define the modalities and structure of the future SEECP Parliamentary Assembly, discussed the remaining open issues related to the establishment of the SEECP Parliamentary Assembly such as the secretariat headquarters and the budget. Considering that there was no consensus on the issues, it was agreed that the Working Group should continue its operation for the duration of the next, Romanian chairmanship, so as to prepare the remaining documents needed for the constituting sitting of the Parliamentary Assembly. The Romanian delegation which is to chair the SEECP in the next year shared their firm belief that they will manage to organise the first, inauguration sitting, considering that the delegation composition and consensus as the mode of decision-making, were already agreed on, which is enough to convene the first sitting. The National Assembly delegation rejected the proposal of the Albanian MP and Working Group member that the text of the Final Declaration, in the part related to the progress achieved in the Euro-integration process by each individual country, should include a text on Kosovo. The Working Group presented its annual Report to the parliament speakers at the Conference in Ohrid, containing the settled structure of the Parliamentary Assembly, which the speakers accepted, commending the Working Group’s efforts and congratulating them on the proposed model.
The SEECP Speakers’ Conference was attended by the parliament speakers and deputy speakers from almost all of the regional initiatives’ 12 member states, except for Greece and Albania. The National Assembly Speaker spoke on “The economic crisis and new challenges – the role of national parliaments and interparliamentary cooperation”, while Deputy Speaker Comic spoke about the Working Group and the establishment of the Parliamentary Assembly. The other parliament speakers thanked the National Assembly delegation, Speaker Stefanovic and Deputy Speaker Comic for the efforts they put into achieving consensus and establishing the Parliamentary Assembly.
At the end of the Conference, the participants adopted a Final Declaration and Joint Statement, officially ending the Macedonian chairmanship and inviting the Romanian Parliament, as the chair-to-be, to hold the first sitting of the SEECP Parliamentary Assembly.
